Interim Domestic Abuse Programme Leader - £680 per day & Domestic Abuse Chair

Resident's Services - Outer London

1) Interim Domestic Abuse Programme Lead required for a London Local Authority (£680 per day) to:

Lead on the development and implementation of the boroughs Violence against Women and Girls (VAWG) Strategy that includes: All Domestic Abuse, irrespective of gender, Honor Based Violence, Forced Marriage, Female Genital Mutilation, Modern Day Slavery and Exploitation of Girls from Gangs
Lead on the production of a comprehensive needs assessment, service mapping and commissioning in respect of VAWG and DA.
Develop the Partnership Approaches to the Prevention of Violence against Women and Girls and Domestic Abuse and the Provision of Services across Statutory and other agencies for victims (survivors)
Develop the Partnership approach to the tackling of offenders from prevention through to pursuit through the Criminal Justice Systems
Co-ordinate and lead on the delivery of a range of projects and initiatives including events, aimed at tackling VAWG and DA in order to address the priorities outlined in the Community Safety Partnership Strategy
Develop a range of innovative ways to promote community involvement and engagement with residents
Ensure that the recommendations of two local Domestic Homicides, and that the findings of Home Office Reviews into Domestic Homicide are at the forefront of the Council's approach to tackling VAWG and DA
To implement, support and where required chair meetings of sub-groups and / or Task & Finish groups

2) Also required: Domestic Abuse Chair (£550 per day) to provide leadership and Governance in respect of the Domestic Abuse MARAC processes to reduce the risk of serious harm and homicide to victims in the borough and to:
develop a two-year business plan that reflects the revised Domestic Abuse Strategy and Home Office Strategy with regard to Violence Against Women and Girls.
work with Cabinet and Elected members, Council Services, partners and commissioned service providers to develop and implement risk management policy and strategic direction for victims of DA.
These roles require an expert knowledge of domestic abuse issues together with extensive experience of operating within partnership settings to deliver results. Operationally strong and confident in taking the strategic lead on work, with experience of delivering tangible improvement and a passion and commitment to work through the challenges.

Principle IT Consultant £640 per day

Digital, Outer London

Interim Senior IT Consultant

The Council’s is undergoing a significant transformation programme through it’s Digital, Mobile Working and which is underpinned by the introduction of new innovative technologies.

They are currently in need of an enthusiastic, self-motivated and experienced Enterprise Architect who can advise senior stakeholders to make effective transformation decision across all EA domains (Business, Application and Technology), with a focus on Business and Application domains.

The main responsibilities include:

  • Developing Business and Application capability modals from Target Operating Models
  • Creation and ownership of AS IS and To Be EA Architectures with roadmaps.
  • Lead market research, procurement and delivery of innovative solutions from suppliers.
  • Provide leadership to other technical staff within HCC
  • Provide relevant complex information clearly to senior stakeholders to support effective decision making.
  • Define technology strategy that supports desired business outcomes.
  • Acting as a point of escalation for transformation projects
  • Providing design governance to ensure project architectures conform to EA principals and strategy and maintain integrity of EA architecture.

Experience and skills required:

  • Proven experience delivering enterprise Business transformation through Application delivery.
  • Broad understanding of innovative technologies and the opportunities they provide business areas found within local government.
  • Excellent communication, influencing and negotiation skills at senior manager level both inside an IT team and across business functions.
  • Good understanding of EA frameworks such as TOGAF.
  • Demonstrable ability of working at a senior level with colleagues and senior management teams within an IT environment and across business functions.
  • Proven ability to provide intuitive views of EA domains for differing stakeholders.
  • Strong leadership with ability to be self-motivated, work independently as well as part of team, to deliver key strategic outcomes.


Interim Project Manager Leisure Procurement - £ Negotiable

Operational Delivery - South West

To support the delivery of a new leisure contract working with the Council’s procurement team and external advisors. The role will bring together their leisure strategy, seek approval of this through Council and support the procurement activity through to its implementation.

Key Responsibilities:

•          To deliver the Leisure strategy and procure a new leisure contract to contribute financially to the Councils’ Corporate Transformation Programme and to ensure the delivery of benefits.

•          Structuring and managing (including the management of project budgets) the Project to provide quality assurance and to ensure the appropriate delivery of a number of strategic objectives to ensure the desired outcomes and outputs are achieved.

•          Support Members to understand new opportunities for the Leisure offering of the Council.

•          Ensure the ongoing identification, realisation, monitoring and reporting of the key benefits delivered by the project ensuring the proactive identification and management of key risks to delivery.

•          Develop, maintain and manage the governance processes to ensure the appropriate involvement of and reporting to Members, senior management team and internal and external stakeholders.
