Interim Head of Policy & Public Affairs

Communications & Communities

Interim Head of Policy & Public Affairs required to support the Director of Communications & Communities in leading, developing and delivering a first-class Policy and Public Affairs service for the council.

To lead and manage a team providing a high quality policy formation and public affairs service, and support to the Council’s scrutiny committees.

To provide expert advice, guidance and support on highly complex / sensitive issues. Communicate changes in policy, strategies and working practice both internally and to partner organisations / stakeholders.

Significant expert knowledge and significant experience is required to resolve highly complex issues and proactively anticipate and mitigate problems and to design and develop innovative solutions which enhance the quality and efficiency of services and reputation of the council. 

Knowledge, Skills and Experience

  • Substantial relevant experience of managing policy development, research and public affairs within a large public sector organisation or think tank.
  • Substantial experience of leading public affairs and lobbying campaigns which effect positive change within a large public sector organisation or think tank.
  • Experience of providing high level advice, and developing strategic approaches to complex issues in a political organisation.
  • Expert knowledge of the workings of local government and the national and political environments, particularly Parliament and the civil service.
  • Significant experience of working with politicians and senior stakeholders.
  • Substantial experience of managing budgets and resources.
  • Significant experience of writing reports, briefings and other high level communications.
  • Outstanding communication skills, both oral and written, with high levels of sensitivity and judgment and the ability to influence outcomes effectively through persuasive argument.
  • Robust, resilient, highly motivated and not easily discouraged.
  • Ability to work flexibly in a pressurised political environment.
  • Strong political awareness and understanding of political decision making process, with high level of political sensitivity including the ability to maintain political neutrality
  • Evidence of consistently and successfully delivering to tight deadlines in a sensitive environment.
  • Authority and credibility to build relationships influence and engage successfully with Members, senior managers, colleagues and partners in complex or politically sensitive situations.
  • Excellent research, analysis, interpretation and evaluation skills, demonstrating the ability to identify and diagnose complex problems/issues / requirements and develop innovative strategic solutions.
  • Initiative, strategic and political awareness demonstrated in problem solving and decision making.
  • Excellent time management skills to manage a complex workload prioritise and set deadlines and cope with conflicting and changing demands.
  • Good ICT skills - both standard Microsoft applications and specialist systems
Interim Education Consultant

Looked After Children Virtual School Services

To encourage pupils in the Virtual School to achieve, enjoy educational opportunities and explore all educational possibilities manage a caseload of Looked after Children. reducing the number of Looked After Children who are reluctant to attend to school and actively work to improve attendance figures, in conjunction with carers, social workers and other related professionals.

To provide successful support and guide the creation Personal Education Plans within statutory timeframes, recommend effective targets and interventions and quality assure each PEP.

The Education consultant will secure and raise levels of pupil engagement with education through effective support, challenge and intervention with schools, educational provisions and co-professionals.

A working knowledge of either Primary and Secondary education and knowledge of a diverse range of education provision, including alternate education options and how to establish a positive climate for improvement, particularly for pupils who need support with a variety of learning, behavioural, social and emotional difficulties is desirable.

Ability to work accurately and calmly at speed in a highly energetic environment which changes constantly.

Interim Operational Commissioning Manager

Adult and Children’s Social Care

Interim Operational Commissioning Manager required to oversee a range of commissioning, procurement and contracting activities for Adult and Children’s Social Care including residential, nursing, extra care, supported living, education, fostering services and Post 16 provision.

Sound knowledge of the current market environment, experience of contracting and monitoring provision as well as knowledge of the current statutory processes as they relate to adults, children in care and young people leaving care and the challenges of meeting their needs in placement settings.

Candidates will be able to communicate effectively with service providers and stakeholders, demonstrating the ability to use information to inform and direct commissioning across the Directorate to improve outcomes for adults and children.

Candidate will lead and co-ordinate a range of activities including placement finding, quality assurance and compliance. They will work closely with colleagues from across the Directorates as well as outside the Council including the CCG,

Qualifications and Experience:

Substantial knowledge of contract management approaches, the legislative framework, statutory duties, responsibilities and best practice in adult and children’s social care and their impact in particular regarding commissioning

An effective negotiator, have a solution focused approach to service delivery and work well autonomously and as a leader of a team.

Substantial experience of commissioning, managing services and complex projects including performance and contract management.

Experience of developing operational and strategic policies and procedures

Proven experience of managing and developing staff and managing budgets.

Very strong knowledge of adult and children’s social care commissioning and understanding of the social care provider market

Demonstrable experience of negotiation and complex contract management

Excellent communication, influencing and interpersonal skills with the ability to provide sound, professional advice with clear, cohesive, well-presented arguments to support proposed viewpoints and recommendations.

Very strong report writing skills
 

Senior Project Manager - Capital Projects and Property

Regeneration

 To lead and monitor project management teams in the development and delivery of corporate property and alternatively procured school projects.

• Provide highlight reports to Chief Officers and Members and ensure that information provided by professional external advisers is consistent with industry standards and can be analysed to ensure delivery of best value.

• To be responsible for higher value or complex projects, ensuring the objectives are met across development and delivery phases.
