Lancashire County Council have an interim requirement for a PPMO Lead, the candidate will have experience of managing an extensive portfolio within a local authority setting. The candidate will manage and deliver large scale programmes, alongside having strong stakeholder management experience.
Hybrid role with a base at county hall (2 days in the office)
37 Hours per week

Reporting to the Head of Change the PPMO Lead will play a critical role in the development and implementation of the council’s strategic change portfolio programmes. The PPMO Lead will lead on all aspects of Portfolio Office and Centre Of Excellence delivery. They will allocate strategic programme managers to change portfolio priorities ensuring they are set up for success. The PPMO Lead will act as the conduit for the Change Portfolio into the organisations governance and support the set-up of hub and spoke PMO’s in support of Portfolio or major programmes.

Accountabilities / Responsibilities:

• Leads the recruitment, development, line management and retention of the team.
• Leads day to day line management of the of the team.
• Leads the allocation of Strategic Programme Managers to Change Portfolio priorities
• Leads the establishment and delivery of hub and spoke sub PMO’s in support of Portfolio Managers and/or Strategic Programme Managers
• Leads the development and implementation of terms of reference for the Portfolio Office and Centre Of Excellence
• Leads delivery governance supporting PPMO team and other key stakeholders navigate the process
• Provides technical support and advice to the Head of Change in prioritising, constructing, approving, and tracking the Change Portfolio
• Leads engagement with external organisations and/or third party suppliers (as required)
• Leads capacity planning
• Leads the management of assurance cadence across the Change Portfolio working audit team to assess and report on performance
• Leads the design, challenge and agreement of management dashboards.
• Leads horizon scanning for policy or strategy changes working closely with policy and strategy team
• Leads or allocates resource for post-mortem analysis of projects failure and root cause reports
• Leads and allocates resource to provide oversight for Change Board and links to other strategic boards
• Leads the management of PPM solutions and MI
• Leads the Design, Build, Test and Deploy new policy, guides, templates to both internal and external teams
• Lead for all PPMO frameworks, templates, standards, procedures, and their storage
• Lead for PPMO Intranet Pages and customer mailbox
• Leads best practice and continuous improvement of the service offer and catalogue
• Act as an effective member of the senior management team contributing to initiatives and demonstrating the right behaviours expected of the role
• Work with the Head of Service and other senior management influence, shape and deliver annual business plans and service objectives
• Deputise for Head of Service
