Role:
• Advise and support Director’s Board members, Cabinet and portfolio holders in shaping services.
• Develop effective relationships with residents and ensure that the services provided reflect their needs.
• Influence and steer the planning of services.
• Prepare, manage and monitor the service’s budget.
• Ensure effective leadership, motivation and development of the service’s staff.
• Regularly review resources, services and partnership arrangements in order to identify opportunities to improve service delivery.
• Take a lead role in furthering the Council’s commitment to promote diversity and oppose discrimination in the provision of services and as an employer.
• Ensure full compliance with all legislative and statutory requirements including Health and Safety at Work, and the local policy framework.
• Provide expert opinion, advice and responses to adult social care issues.
• Establish and lead the adult social care programme transformation office.
• Ensure that the service anticipates and addresses the needs of adults who are vulnerable, hard to reach and/or have complex or atypical needs.
• Help determine the ‘shape’ of service delivery for adult social care, setting priorities and advising on the merits of different options.
• Develop effective partnerships with the public, private, voluntary and community sectors to deliver successful outcomes.
• Co-ordinate initiatives with the council’s Commercial Services and Commissioning department which ensure that high quality, cost effective services are delivered by external providers.
• Establish a strong working relationship with planners, developers and registered landlords to drive forward the place based aspects of supporting vulnerable people effectively; to ensure the development of future supported and specialist housing in Thurrock fits strategically with the Local Plan and the Supported Housing Market Assessment
• Lead on the Adult Social Care new models of care programme in Tilbury and Chadwell overseeing the introduction of a new approach to delivering support for people at home and assessment and care management.
• Promote and maximise the independence of service users.
• Ensure that all service provision is properly monitored.
Experience and Qualifications
• A recognised, relevant professional qualification eg a degree or diploma in social work or CQSW.
• At least two years’ relevant experience in a middle management position with a record of measureable success.
• Demonstrable success at inter-agency working.
